　　要想像出自２０１０年4月20日以来，已经泄漏了多少石油，还有以下这种方法：在最糟糕的情况下，能够用这些石油装满102个学校体育馆。

　　与浩瀚的墨西哥湾相比，这不算什么。即便在最糟糕的情况下，每50亿滴墨西哥湾海水中，也只有1滴石油。广阔的密西西比河每秒钟向墨西哥湾新注入330万加仑水。

　　在最乐观的情况下，只有4个体育馆会被装满。这是国家海洋和大气管理局在其网站就石油泄漏量作出的预测。

　　在最糟糕的情况下，已经泄漏的石油是埃克森公司“瓦尔迪兹”号油轮漏油灾难的1 0多倍。在最乐观的情况下，只有“瓦尔迪兹”号泄漏原油的一半。实际情况很可能是，介乎这两个相距甚远的数字之间。

　　围绕着到底泄漏了多少石油，有很多不确定因素。甚至都不知道漏油是钻井平台发生爆炸的4月20日、钻井平台沉没的4月22日还是海岸警卫队首次发现两处漏油点的4月24日开始的。

　　起初，英国石油公司和联邦政府说，每天漏油4.2万加仑。然后，这一数字提高到21万加仑。后来，联邦政府官员承认，这一数字还需要修正。国家海洋和大气管理局局长简·卢布琴科说，原先的估计是基于一个长期以来使用的、以表面浮油观测为依据的国际科学公式作出的。但她说，浮油发生的变化使得这一计算结果不再有用。

　　最糟糕的结果是，数名科学家以视频观测为依据，得到的估计范围的最高值。他们的估计范围是每天84万到420万加仑。

　　一些专家说，420万加仑很可能太多了，就像政府的数据太低了一样。他们说，这是因为每天120万加仑到160万加仑，是这种类型的油井在正常工作状态下所能达到的最高产量。

世界最大的保险商之一托马斯·穆勒（TOMAS MULLER）公司的首席执行官Mr·Donnellan不无忧虑地认为：”或迟或早，在沿海将发生严重的油污染事故。”为了顺应发展，制定一套完善的海上溢油防备方案以达到未雨绸缪的目的已经非常迫切。
2002年11月19日在西班牙海域的“威望号”油轮，在沉没时由于没有使用很好的产品和技术，原估计需要4200万美元的清污费用，截止到2003年1月13日媒介报道西班牙为清理“威望号”漏油污染已耗资达十亿美元，其后再需一至二倍费用的可能性是存在的。
防备溢油处理是一项系统工程，其中最主要之一是产品和技术。
浮油凝集剂（简称凝油剂）鉴定报告上列：
“……将浮油凝集剂进行成果转化，将对社会效益、经济效益产生重大的意义。”

触目惊心海洋油污染
海洋油污染的过去和将来，都是无可避免的，自1887年美国在加利福尼亚海边打下第一口油井起，石油就一直服务于人类，也污染着生养它们的大地，威胁着各种生物和环境，其中包括了人类，人类不断地探索着用高科技技术去治理污染，以保人类生存的母亲，我们的地球……
漏油对海洋危害有多大？
油轮沉没所带来的灾难中，最引人注目的就是泄漏的燃油对海洋环境、周边野生生物造成的生态灾难。“威望号”油船所泄漏的数万吨燃油，导致了西班牙西北海岸大片海域被污染，这个海岸对于海鸟和其他海洋生物来说，是重要的停留和迁移地，大量海鸟生活在海洋里而很少飞到岸边来。这些鸟包括海雀、三趾鸥、长鼻鸬鹚、黄腿黑嘴鸥和极度濒危的巴里阿里海鸥等，它们正一刻不停地在油污中挣扎。
可怕的油膜
燃油在海洋环境中的存在形式不外乎三种：漂浮在海面的油膜、溶解后的分散状态、凝聚后的残余物。漂浮在海面的油膜是海洋生物及周边野生动物的第一杀手。油膜是燃油输入海洋的初始状态。大量的燃油泄漏在海上，一时难以挥发和溶解，再被大风吹到岸边，便可以形成半米甚至是一米厚的油膜。
不透明的油膜降低了光的通透性，影响海区的海空物质交换，从而使海洋产氧量减少，海洋生物多被窒息而死。根据科学研究表明1千克石油完全氧化，需要消耗40万升海水中的溶解氧，即1公斤石油完全氧化，约需要400吨海水中溶解氧。海水缺氧使浮游动物、鱼类、虾、贝、珊瑚及其卵和幼体等大量水生动物及水生植物窒息致死。油膜对周边海洋渔业，特别是贝类及养殖业是毁灭性的。不仅生态渔业，海上旅游业、海上矿业和海上交通业等，也都将受到严重损害。
燃油一旦粘附在海鸟等生物的体表、羽毛和鳃上，其保暖、游泳、潜水、飞翔等能力便会丧失，最后只能冻饿交加悲惨死去。据一位正在西班牙参与救援的官员称，在污染最严重的海域，泄漏的燃油有38.1厘米厚，一眼看去海面上一片黑，偶尔可以看到几只遍体油污的海鸟，奄奄一息地躺在海滩上。
有毒物质进入海洋生物食物链
其次就是燃油溶解后的分散状态和乳化状态所造成的污染。这是由油膜经溶解、分散等一系列过程转化而来的，这一过程极易产生多种有毒化合物质。
致命的是，海面浮油内的一些有毒物质会进入海洋生物的食物链。据分析，被污染海域内的鱼、虾等生物体内的致癌物浓度明显增高。这一方面毒害海洋生物本身，另一方面可通过食物链最终富集在人体内，对人类健康造成严重危害。
许多人可能都不知道，鱼、虾、蟹、龟等一些海洋生物的行为，例如觅食、归巢、交配、迁徙等，都是靠某些烃类来传递信息的。 但是由油膜分解所产生的某些烃类，与海洋动物的化学信息和化学结构相同或类似，会影响到这些动物的正常行为。
焦油球漂在海上
最后剩下的便是油膜凝聚以后的残余物：包括海面漂浮的焦油球以及在沉积物中的残余物。其中焦油球通常呈黑色或棕黑色的不规则半固态的球状物，它在短期内不会对海洋生物产生明显的影响，破坏了海洋环境的自然景观。
石油污染是海洋第一污染源和污染物。石油的化学组成极其复杂，目前人类从中分析出200多种单纯的成份，限于技术上的难度，某些成份还很难分离出来，其中许多有害物质进入海洋后不易分解，不仅危害水生生物，并经生物富集，通过食物链进入人体，危害人的肝、肠、肾、胃等，使人体组织细胞突变致癌，对人体及生态系统产生长期的影响。如果是一次几万吨的溢油事件，其危害将长达半个世纪。
阿拉斯加漏油事件对环境的影响
事件发生在 1989 年 3 月 24 日 12:04，亚克隆．瓦尔迪兹号（The Exxon Valdez）油轮搁浅并泄出 267,000 桶共 1,100 万加仑的油进入阿拉斯加威廉王子海峡（Alaska’s Prince William Sound, PWS），此次意外造成美国有史以来最严重的漏油事件（The Exxon Valdez Oil Spill）。

影响结果
石油所含的苯(C6H6)和甲苯(C6H5．CH3)等有毒化合物进入了食物链，从低等的藻类、到高等哺乳动物，无一能幸免。
在 1990 年初，约 35,000 只海鸟（虽然这可能是实际数字的10-30%）、 10,000 只海獭、16 尾鲸、147 只秃鹰及数千尾鱼及海草因此而死亡。
上万只海鸟陈尸海滩。成批海鸟被困在油污中，它们的羽毛，一旦沾上油污，就可能中毒或死亡。在第一周估计超过十万只鸟禽死于溢油，鸟类浮在布满原油的海面，其羽毛黏结在一起，使其无法飞行及觅食，很快便饿死或是因无法飞起而沉入海底。
成批海獭为躲开油污，爬上浮桥，在有限面积里挤作一团。海獭的习性为潜入水底找寻食物，然后回到水面呼吸以及摄食，一旦水面布满油，成千的海獭因此而窒息；此外油污将沾在其毛皮上，使其无法承受本身的重量，因而溺毙。已被油污污染的海豹，一次又一次跃出水面，试图把皮毛上的油污甩掉，但最后终于筋疲力尽，挣扎看沉入海底。海象和鲸等大型海洋动物，也面临同样厄运。
溢油散布超过千里的海岸线，杀灭了食物链基层的微生藻类及浮游生物，3月26日大批鲑鱼游进事故发生现场，上百尾虹鲑游过原油覆盖的海面，它们将很快全死于和水复合的毒性。
人类是受害者之一，渔业损失主要为鲑鱼、黑鳕鱼的大量死亡及青鱼产卵地的破坏。威廉王子海峡附近是产大马哈鱼最多的海域之一，也是盛产鲱鱼卵之处，但事故使两种鱼类的孵卵处和卵都受到污染的侵袭，渔场毁于一旦，直接损失达 8 亿美元。此外潜在的损害更进一步扩展到事件发生地的生态系统中，存活下来的生物在受到冲击后的数年中，受毒物的影响将遗传至数种生物的后代。
2002-12-11，世界石油业巨擘美国埃克森-美孚石油公司日前证实，联邦法庭作出判决，要求该公司为1989年漏油事件支付40亿美元的罚款。该漏油事件清油除污费用为22亿美元，渔业资源损失15亿美元，海洋生态环境恢复需要20~70年。巨额的罚款无法弥补对环境已造成的伤害。
联合国IMO（国际海事组织）对漏油的统计数字
随着全球范围大规模海洋石油开发和石油海运的迅速发展，大量的石油及其制品进入海洋，海水质量恶化，海洋生态资源受损，花费人类社会巨额清油除污费用。根据联合国IMO统计，进入全球海洋的石油及其制品，每年达到1000-1500万吨，约占世界石油年产量的5%，其中船舶运输和近海石油生产占46.7%。突发性石油污染事故的发生往往使人们措手不及，防范困难，已成为海洋环境保护的重大课题。
市场分析
石油污染的一个多世纪以来的过去，更加迫切地感到责任的重大，将成为未来油污染的重发区，社会的责任感促使关注着油污染的现状，以及应该做些什么、如何做？
油污染来自各种不同的方式，主要有下文讲述到的几个方面。
海上采油的污染
人类从陆地上采油已不能满足于工业发展的需要，半个多世纪以来已向大海要石油，而且也从海底探明了储量丰富的油田，仅渤海湾一年多就发现了7个1亿吨级以上储量的富油田，在未来三年内年产将达到2000万吨。对于全世界的海上采油，如何将海洋溢油污染防患于未然与出现事故之后的急速反应处理结合起来，将是一个重要的问题。据统计，每年流入海洋的石油与其制品占全球石油产量的0.5%。以此推算，2000万吨产量的油田，其漏油数量将达10万吨/年；而以全球每年的采油量计算，则是一个巨大的数字。
在1955至1988年，世界上较大的海上油井事故多达131起。以下几例：
1969年1月美国加利福尼亚的圣巴巴拉湾井喷12天，漏油1.3万吨；
1977.02.23 北海发生井喷，漏油2.2万吨；
1977.04.22挪威埃科菲克油田的布拉沃油井发生井喷，8天漏油2.8万吨；
1979.06.03-1980.03.24 墨西哥坎佩切湾海上lxtoc1号油井发生爆炸，漏油60.3万吨；
1985.11.06 美国得克萨斯州兰杰地区，油井发生井喷，漏油2.1万吨；
1988.07.02 我国渤海七号钻井平台发生了持续28小时的井喷，大量原油泄漏入大海；
……
陆地漏油， 全球陆地每年向海洋排放数量
全球陆地每年向海洋排放量达上百万吨，沿海约有200多处向海洋排放石油的污染源，每年流入量约10万吨。
储油罐、输油管等事故时常发生
1969.11.04 美国新泽西州储油罐破裂，漏油2.8万吨；
1973香港一油库发生事故，大约有4000吨柴油流入海中；
1980.04 北海油田一条输油管，因船只抛锚砸坏，约210万升原油泄露入海；
1981.08.20 科威特国家储油罐倒塌，漏油10.1万吨；
1988.01.02 美国宾夕法尼来杰弗逊镇储油罐破裂，漏油1.2万吨
1989年山东营象油库爆炸起大火，630吨石油流入胶州湾；
……
海上定时炸弹（单壳船）
据国际海事组织的报告，于2002.11.19沉没的“威望号”油轮是近10年内沉没的第四艘由日本制造的单层船壳油轮。20世纪70年代，日本以高速、低价、低质的劣等钢材建造了300多艘单壳船，目前全球仍有1000多艘单壳油轮在超负荷地工作着。单壳油轮的失事率比双壳油轮高出5倍。每天游弋在大海上的这些定时炸弹都有可能随时给某一个地区带来几十亿美元的损失，以及长达几十年生态环境的灾难……
二战沉船
目前，第二次世界大战时沉入太平洋的沉船腐蚀程度越来越严重，有的已经开始漏油，部分地区的珊瑚礁因抵抗不了油污的侵蚀而死亡。最近，在澳大利亚悉尼召开的有关油泄漏的国际会议上，已经确认了在二战中有1080艘（架）船和飞机失事沉没在海底的有关信息记录，其中包括23艘大型航空母舰、驱逐舰、22艘战舰和约50艘油轮。这样巨大数量的海底油库一朝相继溢出，将会给太平洋地区带来又一次战争的惨状……
这是一个拥有上百万吨位石油的大污染源，无法进行抽取，只能在其漂浮以后进行处理。
千吨以下船舶的海上漏油
小吨位船舶出事的漏油事故几乎每天都在各地发生，仅每年平均沉船2600多艘，最严重的1985年翻沉船只4263艘。从有关统计数字来看，每年的小额漏油量达3万吨左右；如果把更小量的包括在内，三年之内每年将达5万吨。
拆船业的中心已从欧洲转移到亚洲，拆卸的每条船几乎都存在着残存石油，而这些油附着面广，收取较困难，用凝油剂是比较合适的收集方式。
战争带来的污染
在1983年3月至4月，两伊战争造成伊朗在阿拉伯湾的诺鲁兹几口油井日漏原油1450吨，此次共漏油几万吨；
1991年，海湾战争中，艾哈迈迪输油管每天几十万原油倾泄入海，溢油总量达170万吨。由于海面是厚厚的油层，海水掀不起波浪，就像一片黑色的沼泽泥浆，风景如画的黄金海岸变成了海洋沙漠。
海上沉船漏油
目前，海洋上大型运输船舶近四万艘，船龄超过15年的占80%以上，由于海上运油量、油轮数量、油轮吨位的快速增长，油轮在错综复杂的海洋航行中所发生的触礁、碰礁、搁浅、失火和沉没等意外事故也不断地增加，这些超级油轮的每一次事故都会给事故发生地带来高达几亿至几十亿美元的经济损失、几年至几十年的生态环境问题。自20世纪以来，几乎每年都要发生多次万吨以上的油轮溢油事故，其中溢油10万吨以上的特大事故就有10多次。
在二OO三年的原油进口将达1亿吨，谁不会为如此巨大的数字担心呢？
以下是世界上重大溢油事故的部分例子：
1967年3月，利比利亚油轮”托雷·卡尼翁”(Torrey Canyon)号在英吉利海峡触礁，溢油11万吨。由此而使得IMO召开特别理事会就安全技术和法律问题进行讨论，成立了专门”立法委员会”，并成为IMO一个常设委员会。
1972年8月，利比利亚油轮”泰克赛尼塔”号和”奥斯维哥护卫者”号在南非海岸处发生碰撞，溢油10万吨；同年12月，油轮”海星”号在阿曼湾沉没，溢油11.5万吨。
1975年6月，日本油轮”昭和丸”在马六甲海峡出事，溢油23.7万吨。
1976年3月，载有25万吨石油的”奥林匹克勇敢”号油轮在法国海岸处遭暴风袭击，船身断为两截，船上原油全部倾泻入海。
1977年12月中旬，有两艘23万吨级的超级大油轮在南非附近相撞漏油。
1978年3月，利比利亚油轮”阿摩科·卡迪兹”（Amoco Cadiz）号在法国布列塔尼外海搁浅，溢油22万吨。令人啼笑皆非的是，事故的发生正巧在第一次IMO世界海事日的年夜。
1979年1月8日，法国油轮“Betelgeuse”在爱尔兰海失事，漏油12万吨。
1983年8月，西班牙油轮”卡斯特罗”号在非洲南部好望角附近海面起火，近10万吨原油泻入大海。

1999年12月，油轮”埃里卡”（Erika）号在法国海岸大风浪中断沉，约溢油14000吨，毁坏了法国的海上旅游业，并使意大利船级社（KINA）一蹶不振。
2002年11月13日，“威望号”油轮触礁沉没，该船载有燃油7.7万吨，现已溢出了2万吨，污染面积达1000平方公里，并继续漏油。
未雨绸缪防油污
在海洋污染中，石油污染非常严重。石油污染海洋的方式，主要是油轮事故、海上油井管道泄漏、船舶航行时的排污与泄漏等，其中以油轮事故溢油最为严重。油轮事故一次溢油量少则数百吨，多则数十万吨。出现这种情况，大片油膜覆盖于海面上，污染海滩，造成局部”海洋沙漠”化。滞留于海洋中的重油，有的含有致癌物质，海洋生物吸入后会大量灭绝，其”后遗症”可长达数十年！
对于海运来说，海上溢油的风险始终是存在的，且已给我们这个蓝色星球带来了多起灾难性的后果。在海运事业日趋发达的今日，对于海上溢油事故必需保持警觉，应受到相关的国际组织、各国政府、商业机构、民间组织等多层面的共同关注，采取有效的措施，实现”让航行更安全，让海洋更清洁”的目标。
世界重大海上溢油事故的警示
自20世纪60年代以来，几乎每年都要发生一次万吨以上油轮溢油事故，总溢油量近500万吨，其中溢油10万吨以上的特大事故就有10次之多！

1990年6月，巴拿马籍”玛亚8号”货轮和利比利亚轮”春鹰”号在我国渤海老铁山水道相撞，”玛亚8号”当即沉没，溢油数百吨，污染海面千余平方公里。
1993年1月，”布莱尔”（Braer）号油轮在设得兰群岛南部触礁造成重大溢油事故，十几万吨原油漏入大海。
1996年初，英国超级油轮”海皇号”在威尔斯海岸搁浅，溢油7万余吨，污染大片海域，引起英国朝野上下的强烈关注。
1999年12月，油轮”埃里卡”（Erika）号在法国海岸大风浪中断沉，约溢油14000吨，毁坏了法国的海上旅游业，并使意大利船级社（KINA）一蹶不振。
2001年3月，世界最大的海上钻油台–巴西石油公司的P-36号平台发生爆炸后沉没，致使海洋环境受到严重威胁几乎拖跨了巴西的经济。
一起接一起的海洋溢油事故，对环境的破坏，比数十颗原子弹的爆炸有过之而无不及,也使相关的航运企业陷入灭顶之灾。溢油所酿成的海洋灾难，使得IMO不断修订油污防备公约。现行的《1990年国际油污防备、反应和合作公约》（OPRC1990），就有90个国家派代表出席了这次会议。但是，海上溢油事故并没有由此而根绝。究其原因，海运业的恶性竞争和国际管理机制的不完善，是海上运输事故频发的重要因素，海上原油运输行业尤为突出。
随着世界经济的发展，海上运输业目前的货运吨位与50年前相比增长了7倍，货运量占世界商品贸易的80～90％。国际海运业也面临市场货源不足、运力过剩和船舶老化的突出矛盾。调查结果显示，目前世界上用于海洋运输的大型船舶近4万艘，船龄在15年以上的船舶占80％以上。为了降低运营成本，约有50％的船公司无视有关海上运输法律条文和安全措施，且对船只的技术性能缺乏严格的定期检查。虽然国际活动组织对船舶的技术检查有明文规定，但缺乏有效的监督机构。”埃里卡”油轮在1998年接受检查时就发现有结构和技术问题，由于未能及时解决，结果在法国海岸折断沉没使该国的海岸旅游受到灾难性破坏,促使IMO将淘汰单壳油轮及对现有油轮实施严厉的状况评估（CAS），列入日程。
船舶责任人的玩忽职守是导致海上溢油的一个重要原因。1989年”埃克森·瓦尔迪兹”号油轮触礁，主因是船长酒醉，将对航行技术不甚了解的三副留在指挥台上，导致油轮偏航触礁。具有讽剌意义的是，这起号称”美国最大污染案”的溢油事故，在全世界油轮溢油事故中仅位列30名以后！
海上溢油防备现状及问题
从世界油运市场来看，运油量一直处于较低水平。尽管近年来，油运量增长较快（2000年达7800万吨），但与美、日等国的运油量相去甚远。现有入CCS级的油运船舶156艘，大多数是千吨或几百吨的小船，总载重吨为270多万吨，运量仅相当于几艘VLCC。
海上溢油事件，运量，海区基本排除了溢油事件。虽然，海域没有发生像”埃里卡”、”埃里森·瓦尔迪兹”这样震惊世界的溢油大案。
但自70年代起，海域已经屡次受到海上溢油的威胁，却是不争的事实。据不完全统计，近30年来，海域发生溢油事故近200起，仅2000年就发生了38起，总溢油量超过3万吨。有关数字表明，进入20世纪90年代以后，海上溢油事故发生的频率加剧，每次溢油数量也有不断增加的趋势。
倘若就运油量与溢油事故的比例而论，海区越来越频繁的溢油事故应该引起足够重视。随着我国经济的发展，石油需求量必将猛增。正在兴起建造VLCC的热潮，便足以证明油运的广阔前景。据专家预测，到2003年，进口原油将达到1亿吨以上。届时，这种对海域的溢油状况持侥幸心态的思想以及相关管理机构将受到严重的冲击。世界最大的保险商之一托马斯·穆勒（TOMAS MULLER）公司的首席执行官Mr·Donnellan不无忧虑地认为：”或迟或早，在沿海将发生严重的油污染事故。”顺应发展要求，制定一套完善的海上溢油防备方案，以达到未雨绸缪的目的是非常必要的。
2000年3月，交通部、国家环保总局联合颁布了《中国海上船舶溢油应急计划》和《北方海区、东海海区、南海海区、台湾海峡水域溢油应急计划》（下称《计划》）。该《计划》是依据IMO《1990年国际油污防备、反应和合作公约》和《中华人民共和国海洋环境保护法》而编制的。自颁布以后，香港、大连、天津等地区曾搞过海上溢油处理的联合演习，并且根据当地实情制定了相应的政策、措施。但该《计划》缺乏高度的统筹和联合实施的协调能力，其间有如下几个方面的问题亟待解决。
高层次的协调。IMO的A类理事国，但与之相适应的（比如美国海岸警卫队，代表国家行使14项海上监管权）那套行之有效的海上防污机构和措施还没有建立起来，港口国检查（PSC）才刚刚起步，对外籍油轮事故的处理尚无足够经验。在发达国家，制定海上溢油应急计划是多个相关政府部门联合研讨，最终达成一致意见，是多个政府部门及民间组织的智慧结晶，且在执行过程中步调一致，相互支持配合。海上管理分为多个机构，它涉及国家经贸委、海洋局、海关、口岸办、水产、民航、气象、保险等职能部门，这些部门或多或少都牵涉到油运市场或油轮溢油事故，在具体处理海上溢油事故中肯定会涉及这些相关部门，但从当前来看，仅有国家海事局承担海上溢油事故处理工作是不够的，一旦发生事故很难做得尽善尽美；海上溢油应急队伍主要由沿海各主要港口的海事、港务、救捞部门、油码头、油装卸站和清污公司等单位的兼职人员组成,并非专门为处理溢油事故而设置；溢油应急防治设备落后。现有设备情况，包括围油栏、撇油器、吸油材料、溢油分散剂和浮油回收船等，数量并不大，应付小规模的溢油量尚可，但要是遇上大规模海上溢油，便难以施展。在用于海上溢油防治的通信、监视、监测等设备设施上也落后于发达国家，在人才配置和科研经费上从未向这方面倾斜，真正发生溢油事故时，具体实施《计划》的部门同样会困难重重。
健全海上溢油防备措施
当前，世界各国对海上溢油事故已经到了”谈油色变”的地步，纷纷采取措施来避免或减少此类事故。美国海岸警卫队早就以强硬的手段对付那些老破油轮，或驱逐或扣留或罚款；2000年12月，雅典海运公司的”Castor”号油轮在开往尼日利亚途中的地中海出现甲板裂缝，该轮先后辗转摩罗哥、布罗陀、西班牙、法国、意大利、土耳其、马耳他、阿尔及利亚和希腊等国求救，但均遭拒绝，成为海事界的”弃儿”，只能在公海过驳；2001年5月8日，阿拉伯联合酋长国禁止一艘船龄为32年、载有1000吨石油制品的玻利维亚油轮从其海域通过，且今后不得在阿联酋任何港口停靠。
油轮100多艘，平均船龄13.6年，且多数吨位较小，易于控制。令人担忧的是对挂方便旗的油轮缺乏有效管理措施。世界第三石油消费国，石油供需矛盾十分突出。中国籍油轮吨位远远满足不了”国货国运”的要求，仅占每年进口石油承运量的10%左右。出入水域、港口的大部分油轮，为中石化承租的外籍老旧油轮，这支庞大的承租油轮对海洋和港口的环境安全构成不小的潜在威胁。
海域长期存在的”群龙闹海”的局面没有得到根本解决，往往是各职能部门各自为战，政出多门，令航运公司难以适从，为老旧油轮提供了可乘之机，是诱发溢油事故的温床。
今年IMO在强大的压力下定出了淘汰单壳油轮时间表，首期封杀20世纪70年代建造的油轮，这使得国际油轮船队的老旧油轮难以从事相应航线的运输，对这方面的管理比较宽松，如果不严格控制将有可能成为低标准油轮从事运输的买卖的集散地。令人忧虑的是，这些”国际垃圾船”如果流向海域，将受到怎样的污染？单壳油轮被淘汰，势必对国际拆船市场造成影响。拆船市场有较大的潜力，但在防污染方面缺乏有效的控制手段，同样潜在着油污危机。
总之，未来的海域随着油运市场的拓展，其防备应对溢油的能力将接受新的考验。面对这种挑战，我们应该积极地将海上溢油降到最低限度。
寻求国际间的合作，严格按照国际油污防备公约，通过外交途径与周边国家联系，着手建立区域合作（包括人员、技术、设备等方面），构筑一条防备海域溢油事故的安全链；
由国家高级主管机关协调相关职能部门之间的关系，同时参照相关国家对此类事故的处理经验，制定相应的法律法规强制执行。
制定相应措施杜绝国际上将退役的老龄油船进入航运市场。加快以新油轮为主的船队建设，扩展和增强五星旗油轮船队；
加强对油轮的ESP检验，断绝隐患，对挂方便旗的油轮，要加强PSC和对油轮的装卸港口管理。东京备忘录装卸港及港口国控制的参加国，在对油轮的港口国控制检查中应将包括ISM记录、船级社检验记录、船舶结构状态评估、常规港口国记录以及船舶是否提供了足够的保险保赔等方面的有效单据而列入安全检查项目。对于那些低标准的油轮，决不允许进入我国水域，已进入的或驱逐或滞留或强行修理；

海上溢油污染赔偿额巨大，通常是由几家甚至几十家保赔协会进行分保，其调查和索赔将是非常复杂和冗长的。必须建立健全符合国际惯例的相应法律、法规，一旦发生海上溢油污染，将有法可依，严格按照”污染者付款”的国际原则，追究当事人责任。

细菌吞噬石油的报道

消油剂
消油剂在过去几十年里以及目前国家储备的应急物资上，都名列其中。仅1967年3月18日利比利亚油轮”托雷·卡尼翁”(Torrey Canyon)号触礁，11.8万吨油溢在英吉利海峡，污染了225公里海岸，为了处理这次油污，英法两国出动了42艘船，用了10万吨的消油剂。这次溢油事件所使用的消油剂的数量从此保持为世界上使用消油剂的最高记录。
一般来说，应在溢油的初期，一般是两天以内使用消油剂。因为一般油水混合形成乳胶需48小时，此后消油剂就无能为力了；当温度小于20℃时消油剂的效果就不明显了。消油剂喷洒在浮油上，能使油块形成微小的球状物，但由此带来了二次污染。由于二次污染的产生及其自身毒性，消油剂无论在国内还是国外都受明文规定严格限制其使用范围及数量。
代替消油剂的数量也是相当大的。
