东莞刘柏权驾机擒贼的见义勇为之举，也属“非法飞行”？
在２０１０年4月27日，中国民航管理部门查处了发生在浙江嘉兴平湖九龙旅游度假山庄的一起非法飞行事件。这起事件造成了上海浦东、虹桥国际机场航班大面积延误，或备降周边机场，该事件的主角是？
当时，九龙旅游度假山庄打算在5月份举办航空器展示。山庄方面邀请去进行飞行表演，展示那架拉风的“蜂鸟260L”型直升机。
安排拥有驾照的飞行员前去表演，在没有报中国民航部门审批的情况下，当天上午10时30分许，司机开着直升机，飞上了50米的低空，在空中绕了一个半径200米的大圈，足足飞了10分钟。
每次上天都是“非法飞行”
“飞机无许可，飞行无审批，个人无驾照”，按此标准，每次飞行都是“非法”的。
２０１０年4月23日，他们驾驶蜂鸟直升机，在乐清市乐成镇坝头村上空被中国民航温州空管站的工作人员逮着，被当即制止，被拔了飞机钥匙，罚款2.9万元人民币。
“中国的法律法规管公用飞机和军用飞机；对中国私人飞机没有专门的规定。飞机都买回来了，能怎么办？”
直升机其实是件非常简单的东西。经过工程师手把手的教导，现在已经能够把Ｎ万多个零件组装成整机，“直升机，就是插了翅膀的摩托。”
在香港飞了一圈，那里为飞行天堂：“飞行前十五分钟，登录香港航空服务中心的网站，提出飞行申请，获得航空资料。整个过程都是免费的，高效、便捷。”
200架私人飞机难上中国天空
中国西安阎良国家航空高技术产业基地管委会主任管理的阎良基地，是中国国内首个国家级航空高技术产业基地；２０１０年，中国民用航空局批准该基地成为中国民航唯一的通用航空产业园区试点。该基地是目前中国国内唯一的“私人飞行圣地”。
“通用航空”，是指，除公共航空以及军用航空以外的航空，用于高空测绘、森林防火、农业播种等各个领域，私人飞机属于这一范畴。目前，中国的通用飞机总数不足1，000架，其中私人飞机估计不超过200架。
美国共有通用飞机23万多架，巴西共有2万多架。“也就是说，中国的通用飞机行业远远落后于发达国家，与上规模的发展中国家相比，有不小的差距。”
中国出现近200架私人飞机，是近几年的事。早些年前，中国富人都把目光投向豪华汽车，等财富得到进一步的积累后，私人飞机自然而然地进入了视野。
购买私人飞机并非简单地掏钱，涉及方方面面的配套设施建设水平。不少中国富人兴冲冲地买了私人飞机，结果因为各种配套跟不上，飞机锁在仓库里，发挥不了任何功用。
“要有空域、航线，否则，飞机没地方飞；要有机场，否则，飞机没地方停；要有飞行的通讯导航系统，否则，飞上天会迷路；要有飞机零部件、航油和日常养护服务等一系列的配套供应，等等。没有这些配套，买了的飞机只能趴在地上，上不了天。”
中国三年内也许开放低空？
据了解，目前中国私人飞机的状况主要有两种：一种是，每次飞行前都向中国有关部门做临时性报告，但审批效率较低；于是，就有了另一种情形——不作报告，自行上天“乱飞”。２０１０．＇7月7日，杭州机场出现的UFO实际上属于后者。
“乱飞”的事情，“这种状况是非常危险的，会影响中国整个行业的健康发展。飞行安全涉及机上人员，还涉及地面上的人和物，是个公共安全的大问题。”
飞行审批，“临时性飞行的审批，作用是双向的：一方面，申请人可以获得飞行的权利；另一方面，中国空管部门为申请人提供服务。它会告诉你，安全飞行必须掌握的情况，比如，哪些地方是禁飞区、哪些地方是限飞区。这些情况，即便是中国民航飞机也必须随时掌握；以后中国开放了低空，也必须掌握。”
开放中国低空，并不意味着私人飞机可以不受任何约束地上空飞行，它的意义，在于推动管理的开放化和飞行的有序化。
２００９年，中国民用航空局批准阎良基地成为中国民航唯一的通用航空产业园区试点，在方圆300平方公里的园区内，开设了6个私人飞机飞行点。中国“民航局希望积累足够多的经验，然后推广。”
中国阎良基地的试点经验，主要是专业部门的专业管理，“现在的临时飞行审批，为什么效率低？因为，没有专门的人力、物力、资金和设备的投入，这些配套的问题，并非一纸法律法规就能解决的。”
“跟中国各方面都有接触，中国开放低空，就是这两，三年的事情了。拖了太久了，已经买了私人飞机的人着急，准备买私人飞机的人着急，中国管理部门也着急。中国空域归空军管，飞行归中国民航管，很多问题需要协调。”
预测，中国开放低空后，中国的私人飞机产业将迎来井喷式的发展，“中国能够在很短的时间内超过巴西”。
养架私人飞机需要多少钱？
购买私人飞机的成本包括：考驾照、购买飞机和日常使用及养护的成本。
目前中国国内的直升机飞行驾照考试费，一般为18万元，每小时学费3000元，总共学习60小时。
私人飞机的使用成本：三角翼滑翔机飞行一小时的油费，约为300元；蜂鸟直升机飞行一小时的油费，约为800元；飞行200小时保养一次，10年大修一次。
目前国际流行的十几座公务飞机售价2000万元~3000万元人民币/架。
上规模的公务飞机需要停放在专业的机场上，交由机场公司托管，光托管费、养护费就需100万元/年。

東莞劉柏權駕機擒賊的見義勇為之舉，也屬“非法飛行”？
在２０１０年4月27日，中國民航管理部門查處了發生在浙江嘉興平湖九龍旅遊度假山莊的一起非法飛行事件。這起事件造成了上海浦東、虹橋國際機場航班大面積延誤，或備降周邊機場，該事件的主角是？
當時，九龍旅遊度假山莊打算在5月份舉辦航空器展示。山莊方面邀請去進行飛行表演，展示那架拉風的“蜂鳥260L”型直升機。
安排擁有駕照的飛行員前去表演，在沒有報中國民航部門審批的情況下，當天上午10時30分許，司機開著直升機，飛上了50米的低空，在空中繞了一個半徑200米的大圈，足足飛了10分鐘。
每次上天都是“非法飛行”
“飛機無許可，飛行無審批，個人無駕照”，按此標準，每次飛行都是“非法”的。
２０１０年4月23日，他們駕駛蜂鳥直升機，在樂清市樂成鎮壩頭村上空被中國民航溫州空管站的工作人員逮著，被當即制止，被拔了飛機鑰匙，罰款2.9萬元人民幣。
“中國的法律法規管公用飛機和軍用飛機；對中國私人飛機沒有專門的規定。飛機都買回來了，能怎麼辦？”
直升機其實是件非常簡單的東西。經過工程師手把手的教導，現在已經能夠把Ｎ萬多個零件組裝成整機，“直升機，就是插了翅膀的摩托。”
在香港飛了一圈，那里為飛行天堂：“飛行前十五分鐘，登錄香港航空服務中心的網站，提出飛行申請，獲得航空資料。整個過程都是免費的，高效、便捷。”
200架私人飛機難上中國天空
中國西安閻良國家航空高技術產業基地管委會主任管理的閻良基地，是中國國內首個國家級航空高技術產業基地；２０１０年，中國民用航空局批准該基地成為中國民航唯一的通用航空產業園區試點。該基地是目前中國國內唯一的“私人飛行聖地”。
“通用航空”，是指，除公共航空以及軍用航空以外的航空，用於高空測繪、森林防火、農業播種等各個領域，私人飛機屬於這一範疇。目前，中國的通用飛機總數不足1，000架，其中私人飛機估計不超過200架。
美國共有通用飛機23萬多架，巴西共有2萬多架。 “也就是說，中國的通用飛機行業遠遠落後於發達國家，與上規模的發展中國家相比，有不小的差距。”
中國出現近200架私人飛機，是近幾年的事。早些年前，中國富人都把目光投向豪華汽車，等財富得到進一步的積累後，私人飛機自然而然地進入了視野。
購買私人飛機並非簡單地掏錢，涉及方方面面的配套設施建設水平。不少中國富人興沖沖地買了私人飛機，結果因為各種配套跟不上，飛機鎖在倉庫裡，發揮不了任何功用。
“要有空域、航線，否則，飛機沒地方飛；要有機場，否則，飛機沒地方停；要有飛行的通訊導航系統，否則，飛上天會迷路；要有飛機零部件、航油和日常養護服務等一系列的配套供應，等等。沒有這些配套，買了的飛機只能趴在地上，上不了天。”
中國三年內也許開放低空？
據了解，目前中國私人飛機的狀況主要有兩種：一種是，每次飛行前都向中國有關部門做臨時性報告，但審批效率較低；於是，就有了另一種情形——不作報告，自行上天“亂飛”。 ２０１０． ＇7月7日，杭州機場出現的UFO實際上屬於後者。
“亂飛”的事情，“這種狀況是非常危險的，會影響中國整個行業的健康發展。飛行安全涉及機上人員，還涉及地面上的人和物，是個公共安全的大問題。”
飛行審批，“臨時性飛行的審批，作用是雙向的：一方面，申請人可以獲得飛行的權利；另一方面，中國空管部門為申請人提供服務。它會告訴你，安全飛行必須掌握的情況，比如，哪些地方是禁飛區、哪些地方是限飛區。這些情況，即便是中國民航飛機也必須隨時掌握；以後中國開放了低空，也必須掌握。”
開放中國低空，並不意味著私人飛機可以不受任何約束地上空飛行，它的意義，在於推動管理的開放化和飛行的有序化。
２００９年，中國民用航空局批准閻良基地成為中國民航唯一的通用航空產業園區試點，在方圓300平方公里的園區內，開設了6個私人飛機飛行點。中國“民航局希望積累足夠多的經驗，然後推廣。”
中國閻良基地的試點經驗，主要是專業部門的專業管理，“現在的臨時飛行審批，為什麼效率低？因為，沒有專門的人力、物力、資金和設備的投入，這些配套的問題，並非一紙法律法規就能解決的。”
“跟中國各方面都有接觸，中國開放低空，就是這兩，三年的事情了。拖了太久了，已經買了私人飛機的人著急，準備買私人飛機的人著急，中國管理部門也著急。中國空域歸空軍管，飛行歸中國民航管，很多問題需要協調。”
預測，中國開放低空後，中國的私人飛機產業將迎來井噴式的發展，“中國能夠在很短的時間內超過巴西”。
養架私人飛機需要多少錢？
購買私人飛機的成本包括：考駕照、購買飛機和日常使用及養護的成本。
